Recognizing that the Federal IT market accounts for just 2% of global IT spending and is historically one of the least effective sectors, we focus on bridging this gap.

Our approach connects the federal sector with the other 98% of the global IT market through active communities of practice, industry consortia, and collaborative networks to share valuable knowledge and best practices. Through this expanded reach, ITAAC empowers government leaders to make smarter technology investments, adopt innovative solutions faster, and deliver better outcomes for the American people.

 IT Policy & Process Re-Engineering

Our firm’s primary focus is supporting the United States Federal Government in transforming outdated, industrial-age waterfall processes that often fail to deliver on time or within budget. Our greatest strength lies in reimagining these legacy systems to better align with the demands of modern technology and project management. By collaborating with leading standards bodies and Fortune 500 companies, we bring a wealth of knowledge in digital engineering and emerging technology adoption to government initiatives.

We provide support to key oversight bodies such as the House Oversight Committees, the DOGE Caucus, the House Armed Services Committee (HASC), the House Permanent Select Committee on Intelligence (HPSCI), the Senate Select Committee on Intelligence (SSCI), and the appropriators. Through our working groups, ITAAC helps Congress understand the challenges posed by existing process failures and compliance gaps, advocating for meaningful reforms. ITAAC was instrumental in drafting Section 804 of the 2009 NDAA, which laid the groundwork for the 2014 NDAA FITFRA language act. Additionally, ITAAC co-leads the Cloud Safe Task Force alongside partners MITRE and the Cloud Security Alliance, with ATARC-GOVEXEC managing key events to drive cloud security and modernization efforts.

Workforce Upscaling

The United States Federal Government is facing significant workforce challenges, including reductions in force and the downsizing of government consultancies that have provided minimal material value. In this environment of doing more with less, the ITAAC partnership offers a highly effective, conflict-free, and flexible solution through our “Just-in-Time Tiger Team” model. This approach eliminates the need for costly, traditional consultants who simply fill seats without delivering measurable results.

Our Tiger Teams apply proven methodologies such as Value Stream Analysis and mentoring to drive digital transformation and legacy migration projects. These teams deliver Agile frameworks, vetted design patterns, and comprehensive technology assessments that streamline and accelerate the acquisition lifecycle. The result is a faster, more efficient process that supports the government’s mission-critical objectives.

ITAAC’s model has demonstrated exceptional success, boasting a 90% success rate in delivering high-tech capabilities to mission owners. This stands in stark contrast to the Department of Defense’s reported 16% success rate, as noted in the House Armed Services Committee’s report. Our approach not only increases the likelihood of successful project delivery but also provides long-term, sustainable value to federal agencies seeking to modernize and optimize their operations.

Facilitated Acquisition Services

ITAAC’s Tiger Teams provide government project managers and acquisition teams with an elastic network of subject matter experts (SMEs) who possess hands-on experience in designing, acquiring, and managing complex IT programs. Our flexible and scalable approach ensures that agencies have access to top-tier expertise when they need it most, without the overhead of traditional consultant models. We leverage ICH’s GSA Schedule 70 offerings and Firm Fixed Price Contract Line Item Numbers (CLINs), which have been certified as a best value to both the government and its Federal System Integrator (FSI) suppliers.

Our modular, full-lifecycle, Agile acquisition offerings are specifically designed to help agencies operate at the speed of need, beginning with the innovation research and requirements processes. This involves defining what “right” looks like and developing acquisition roadmaps that apply Value Stream Analysis, as well as the GAO’s jointly developed Agile Assessment Guide. Our DIU-inspired Tech Proving Grounds offer rapid insights into emerging technologies, incorporating Modular Open Systems Architecture (MOSA) standards and Interoperability Design Patterns, and provide critical performance metrics that are often difficult to obtain.

Additionally, ITAAC’s DARPA-funded COTS Risk Assessment Framework offers the government evidence-based assessments that enhance governance and accountability for IT projects. This framework enables agencies to identify and address risks proactively, ensuring more reliable outcomes and better-managed programs.

ITAAC has a proven track record of success across several high-impact government projects, including the GSA ERP system, Air Force EITaaS, Air Force eFOIA, NRONISP, CIA Knowledge Management Portal, Marine Corps NMCI Alternate, Navy ONI, Maritime Awareness, and OSD CDAO contested logistics. By utilizing GSA-certified pricing and including five firm-fixed-price CLINs, we enable agencies to conduct intermodular acquisitions efficiently and effectively, reducing procurement complexities and accelerating project timelines.

Tech Proven Ground

The ITAAC Tech Proving Ground was initiated by the former Director of the Defense Innovation Unit (DIU) in response to the growing need for rapid, hands-on assessments of emerging technologies. The initiative combines both paper-based evaluations and practical lab environments, providing a comprehensive approach to technology validation. Our unique methodology is built upon a DARPA grant to ICHNET, which challenged us to model and validate the interoperability of heterogeneous Commercial Off-the-Shelf (COTS) technologies, focusing on business fit, cyber resilience, and total cost of ownership. This approach helps counteract the “shiny object syndrome” by ensuring that new technologies are aligned with mission outcomes rather than simply being adopted for their novelty.

The process begins with a value stream analysis to assess government risk thresholds, evaluate existing infrastructure, and define key performance parameters. By doing so, we ensure that any emerging technology will meet real-world needs and be adaptable to current systems. As a 501(c)(6) organization, ITAAC fosters an open and inclusive structure that levels the playing field for non-traditional suppliers and innovators, many of whom may lack experience with the unique challenges of government contracting.

Our extensive network of nonprofit partners gives us valuable access to testing and assessment results from Fortune 500 companies, who are often leading the charge in driving the commercial market. These insights, combined with proven best practices and lessons learned, help us avoid common “failure patterns” that have historically led to wasteful spending. By applying this knowledge, we can save the government billions of dollars in avoidable costs, significantly improving the efficiency and effectiveness of federal technology acquisitions and implementations.
