GAO & CRS
ITAAC plays a critical role in supporting the Chief Scientists of the Government Accountability Office (GAO) by assisting them in meeting congressional taskers related to emerging technologies. Our team works closely with the GAO to develop comprehensive whitepapers that help Congress understand the value, risks, and strategic opportunities associated with the adoption of cutting-edge technologies such as Artificial Intelligence (AI), cybersecurity, cloud computing, and the digital workforce. These whitepapers are designed to provide lawmakers with the insights needed to make informed decisions about accelerating government adoption of these transformative technologies.
In addition to whitepaper development, ITAAC supports both the GAO and the Congressional Research Service (CRS) in responding to congressional taskers focused on improving government performance. By providing expert analysis and recommendations, we help shape policies that enhance the federal government’s ability to leverage emerging technologies effectively. Our work ensures that congressional leaders have the information and frameworks necessary to navigate the complexities of technological advancement, helping to accelerate modernization and optimize the delivery of public services.
Assessments
ITAAC offers comprehensive program assessments for high-risk government initiatives, providing critical insights into potential risk areas and identifying effective design patterns for successful execution. Our approach begins with the development of remediation roadmaps that outline the necessary changes for ensuring project success. By leveraging our network of subject matter experts (SMEs), we frame verifiable best practices that are aligned with legislative mandates, ensuring that these practices are actionable and compliant with government requirements.
We also focus on developing performance metrics and creating case studies to showcase how best practices can be applied in real-world government projects. This includes researching and validating emerging standards that meet the Office of Management and Budget (OMB) A19 guidelines, as well as Modular Open System Architecture (MOSA) mandates, ensuring that agencies can adhere to the latest federal standards for IT acquisition and deployment.
In addition, ITAAC is dedicated to identifying and reporting activities that violate the Rule of Law, including documenting cases of fraud, waste, and abuse. We work closely with judicial and oversight bodies to ensure transparency and accountability in government programs. Furthermore, we support congressional task forces and caucuses, such as the DOGE Caucus and the IT Modernization Caucus, by providing expert recommendations for improving government oversight and accountability. Through our services, we empower federal agencies and lawmakers to drive better governance, mitigate risks, and improve the overall effectiveness of government programs.
Competition Advocacy
ITAAC is dedicated to facilitating the support of constituency concerns by ensuring fair and open competition in federal contracting processes. We specialize in helping small and medium-sized businesses that struggle to navigate the complexities of engaging with the federal government, ensuring they are given a fair opportunity to participate in government contracts. By providing tailored guidance, we empower these businesses to overcome barriers and compete on an equal footing with larger corporations.
Our approach involves engaging directly with agency leadership to validate the concerns raised by constituents, conducting thorough interviews and assessments to uncover underlying issues. We then report our findings back to Congress, identifying root causes of challenges, including instances of fraud, waste, and abuse. For example, we have helped identify critical issues in programs such as the JEDI Cloud and the Space Force UDL program, ensuring that these concerns are brought to light and addressed.
In addition to supporting constituents and identifying issues, ITAAC works closely with agency acquisition professionals to improve the efficiency and effectiveness of their programs. We offer expert recommendations and process improvements that help streamline procurement, reduce inefficiencies, and promote transparency in federal contracting. By collaborating with both government agencies and the private sector, ITAAC plays a vital role in fostering a more equitable and effective federal contracting environment.
