AFCEA Hosts 21st IT Leadership Roundtable in partnership with the IT-AAC.   On November 5th, from 1400-1700 AFCEA President Kent Schneider will open Round Table discussions on IT Innovation Enablement.  INSA Hosted IT-AAC’s 20th IT Acquisition Leadership Roundtable for the IT Acquisition Advisory Council (IT-ACC) On Thursday October 7, INSA co-hosted the 20th IT Acquisition Leadership Roundtable for the IT Acquisition Advisory Council (IT-ACC). The discussion focused on important measures of IT acquisition reform that could be helpful to the Department of Defense. Their main objective was to “provide the Deputy Secretary of Defense with an alternative set of resources to guide the establishment of a ‘best practices’ IT Acquisition Process and Governance Structure.”

Approximately 50 senior acquisition experts engaged in the discussion representing most of the services and key industry groups. IT-AAC Chairman (former Secretary of the Air Force) Mike Wynne chaired the session. Following a status update of IT-AAC’s IT Acquisition Reform Roadmap by Honorable Wynne and Vice Chair John Weiler, a series of discussions commenced lead by industry leaders and senior government officials representing the Office of the Secretary of Defense, Department of Army, US AF, Defense Business Board, NSA, Interop. Clearinghouse, Center for American Progress, UofTN, Northrop Grumman, and many more representing the private and public sectors. Among those participating were INSA President Ellen McCarthy and the Organizational Conflict of Interest (OCI) Task Force Chairman Rich Haver, who spoke about INSA’s work on OCI and the implications it has for IT acquisition.  For more information visit www.INSAonline.org


 Center for American Progress Hosts 19th IT Leadership Roundtable.  CAP and IT-AAC partner to advance the June 28th, the White House’s Director of Management and Budget, directing agency heads to Reform how they manage the acquisition of IT programs and calling for a Root Cause Analysis of IT failures.  DISA Taps IT-AAC and ICH for GSM Readiness Assessment: DISA CAE, taps IT-AAC partnership for comprehensive review of DISA’s largest acquisition worth $7Billion to better align with Dr. Carter’s efficiency initiatives.   Results of effort offer specific improvements development of Performance Metrics and Service Level Agreements thanks to the combined efforts of PRTM, Octo Consulting, Censeo Consulting and ICH.

 PBS FRONTLINE Prepares November Special on National Security Impact arising from Failed IT: PBS partnered with IT-AAC, and will be airing a Frontline Special in November (Jim Gilmore) National Security Impact of Failed IT Acquisitions.  Innovation in Acquisition: The IT-AAC has identified a missing piece of the IT Acquisition Lifecycle called Decision Analytics, a key area of focus of NASCIO. ICH’s Acquisition Assurance Method (AAM), provides a services oriented decision support tool for IT Acquisitions, providing a measurable, repeatable and measurable framework for decision analytics. Agencies seeking to conform to OMB A119 and integrate their “stove pipes of excellence” can do so via a series of FFP offerings on GSA Schedule or the ARL Scientific Service Contract hosted by Battelle. Predictable Outcomes include;
· Address the leading root causes of IT program failure and cost over runs.
· Reduce Requirements over Specification (exposing the Realm of the Possible early in planning.)
· Improve Alignment of the Solution Architecture with the Acquisition Strategy and Execution, by providing traceability, transparency and accountability.
· Improve the speed of capability assessment, while assuring relative Business Value of COTS, GOTS and Open Source,
· Incorporate Value Stream Analysis, and LEAN-6-Sigma, referencing industry standards of practice relating to SOA, and ITIL.
· Assist agencies in compliance with OMB A119, NTTAA, CCA, and OMB A130.

Agile Development Best Practice: IT-AAC has identified both DISA FORGE and US TRANSCOM as a best practices in Defense. 2010 Congressional Leadership in Action Spotlight: The House Armed Service Committee, Panel on Acquisition Reform, released its findings on March 23rd, http://armedservices.house.gov/pdfs/DARFINALREPORT/DARFINALREPORT032310.pdf.
This report outlines some disturbing statistics on Defense IT Acquisition effectiveness;
1. Only 16% of IT projects are completed on time and on budget.
2. 31% are cancelled before completion.
3. The remaining 53% are late and over budget, with typical cost growth exceeding original budget more than 89%.
4. Of the IT projects that are completed, the final product contains only 61% of the originally specified features.

INSA Hosts 20th IT Acquisition Leadership Roundtable for the IT Acquisition Advisory Council (IT-ACC)
On Thursday October 7, INSA co-hosted the 20th IT Acquisition Leadership Roundtable for the IT Acquisition Advisory Council (IT-ACC). The discussion focused on important measures of IT acquisition reform that could be helpful to the Department of Defense. Their main objective was to “provide the Deputy Secretary of Defense with an alternative set of resources to guide the establishment of a ‘best practices’ IT Acquisition Process and Governance Structure.”

Approximately 50 senior acquisition experts engaged in the discussion representing most of the services and key industry groups. IT-AAC Chairman (former Secretary of the Air Force) Mike Wynne chaired the session. Following a status update of IT-AAC’s IT Acquisition Reform Roadmap by Honorable Wynne and Vice Chair John Weiler, a series of discussions commenced lead by industry leaders and senior government officials representing the Office of the Secretary of Defense, Department of Army, US AF, Defense Business Board, NSA, Interop. Clearinghouse, Center for American Progress, UofTN, Northrop Grumman, and many more representing the private and public sectors. Among those participating were INSA President Ellen McCarthy and the Organizational Conflict of Interest (OCI) Task Force Chairman Rich Haver, who spoke about INSA’s work on OCI and the implications it has for IT acquisition.

The discussion brought up a number of challenges pertinent to IT acquisition reform, including a lack of positive leadership, a coherent vision to specify the purpose of IT acquisition policy, the managerial implications, and the large and constraining review processes for decisions in DoD, which create inefficiency in the community. Another issue brought to the forefront was the lack of training and experience for contract officers. Many agreed that the newer generation in the field ought to have mentors and guidance from their more senior colleagues.

The panel discussion was a great opportunity for INSA to provide and gain insight on issues relating to IT acquisition reform in DoD and the intelligence community. The open discourse between public and private leadership contributes to the development of thought leadership and results in a more comprehensive understanding of a national security issue, which is central to the objectives of INSA’s councils and task forces.

INSA will be joining the next IT-AAC Leadership Forum on Nov 5th, hosted by AFCEA Intl. The focus will be advancing IT innovation and commercial best practices. Details at www.IT-AAC.org.

About IT Acquisition Advisory Council

The IT-AAC think tank is composed of a dozen public service entities working together to assist congress and agencies institutionalize long sought IT Reform (CCA, Sec 8704, OMB 25 Point Plan).   IT-AAC brings forth a conflict free, collaborative structure that increases the aperture of innovation through real world IT expertise and agile acquisition tools needed to eliminate stove pipes, consolidate IT Infrastructure and embrace Cloud Computing.

IT-AAC’s think tank services include Grey Beard Councils, Readiness Assessments, Innovation Research, Acquisition Strategy and Legacy Migration.   With draconian budget cuts looming, agencies now have means of pooling limited funds and expertise needed to significantly reduce IT lifecycle cost, maximizing COTS/OSS solutions, and re-establishing organic IT Acquisition expertise through our partnerships with DAU.

To empower this transformation, GSA has established a set of FFP acquisition advisory services to include;

1.            A Peer Review Advisory Council

2.            Cloud or IT Infrastructure Acquisition Strategy

3.            Innovation Research that includes SOA/Cloud Benchmarked Standards of Practice

4.            Objective Evaluation Criteria for Source Selection

5.            Evaluation of Alternatives

6.            Set of validated Performance Metrics and SLAs

The IT-AAC partnership was delighted with the significant insights and lessons learned presented at the July 20th Roundtable hosted by our partner INSA. This standing room only workshop brought together some of the best minds from both government and industry, contributing significant IP to IT-AAC’s Acquisition Roadmap for Cloud Computing and Secure Information Infrastructure.   Given the broad desire to share best practices and lessons learned, we have decided to continue this thread at the INSA Hosted Leadership Roundtable, bringing greater focus to the lacking Security, COOP and Risk Management issues raised.

Thanks to the combined resources and expertise of our public/private partners, the IT-AAC is uniquely positioned to guide implementation of OMB’s 25 Point Plan plus Gate’s Efficiency Initiatives. Evidence from IT-AAC’s Root Cause study suggests that $40Billion per year could be saved (averting a shut down) by leveraging real world IT expertise and innovative technologies not readily assessable through traditional contracting resources. Past attempts to reform IT have failed due to agency failure to recognize that you cannot solve today’s problems with the same thinking that got you there (FFRDCs, SIs, Beltway Bandits).

NOTES on March, 2011 IT-AAC Leadership Roundtable
hosted by DIA and Defense Intel Acquisition Conference
If you were not able to attend the March IT-AAC leadership Roundtable, hosted by DIA and Defense Intel Acquisition Conference, you would have missed John Weiler’s session on IT Acquisition Efficiency that detailed IT-AAC Roadmap for meeting OMB’s 25 point plan and Section 804 of the NDAA.  Those who attended tell me that it was well attended (100+) and very well received.  IT-AAC’s mentoring services are dedicated to establish standardized acquisition templates for core infrastructure services, validate capabilities of the market.  There is a growing need for  a shared Acquisition Roadmap for Cloud Computing and IT Infrastructure Consolidation.   With huge budget cuts looming, a jointly funded research project would allow the IT-AAC to develop once and apply widely, significantly reducing acquisition cost while maximizing innovative solutions .  To support this concept, GSA has established a set of FFP advisory services to include;

  1. A Peer Review Advisory Council
  2. Cloud or IT Infrastructure Acquisition Strategy
  3. Innovation Research that includes SOA/Cloud Benchmarked Standards of Practice
  4. Objective Evaluation Criteria for Source Selection
  5. Evaluation of Alternatives
  6. Set of validated Performance Metrics and SLAs

You and I both know that you cannot get any of these done at these price points.  The team would be glad to prepare a white paper and direct you to any one of the many contract vehicles that have very short turn around.

The last IT-AAC Leadership Round Tablewas co-hosted by INSA. It was held Thursday, Oct 7, 1400 – 1700 followed by cocktail hour at INSA Headquarters in Ballston VA, www.INSAOnline.org.

Kevin Carroll was joined by acquisition leads from OSD and Services to lay out Roadmap for IT Infrastructure Consolidation and SOA, a key element of IT-AAC Transformation Roadmap being prepared for the DepSec Lynn’s IT Acquisition Task Force. This is a must attend for any Defense/Intel Acquisition leaders seeking to save billions and improve interoperability.  ICH will contribute recent benchmark of fortune 500 SOA implementations.

IT-AAC is presenting an integrated Sec804 Implementation Roadmap proposal to DepSec Lynn on October 15th, which Bill has tasked OSD Policy Bob Butler to coordinate.   Given the current struggles with the pending Sec804 report to congress, many welcome some real world insights and expertise needed to establish a measurable, repeatable and standards based approach.

RECOMMENDATIONS TO DOD

An industry group led by former Air Force Secretary Michael Wynne is putting the finishing touches on a report that
recommends overhauling DOD’s acquisition of IT systems.

The IT Acquisition Advisory Council (IT-AAC) — chaired by Wynne and co-chaired by Kevin Carroll, the Army’s former
program executive officer for enterprise information systems — is comprised of retired Pentagon officials such as Lewis
Shepherd, former chief technology officer of the Defense Intelligence Agency, retired Air Force Maj. Gen. Paul Nielsen and
Dave Oliver, now EADS North America’s chief operations officer. Many of the group’s members now work in the commercial
world.
